Energy service

Energy service is a packaged service that includes development of an energy-efficient project, financing, supply and installation of energy-efficient equipment, energy resources saving guarantees, energy consumptions monitoring and retrofitted equipment servicing, and training of client’s employees to use the new equipment. The effect from economy attained will be shared between the client and the energy service company.

A client’s desire to use energy resources in an efficient way and availability of an energy audit report are mandatory preconditions for energy service..

Advantages of energy service

The advantages of energy service compared to other instruments for financing energy efficient measures:

  • Return on ESCO investments derives solely from the achieved energy resources saving. This enables a client not to bear additional expenses.
  • ESCO bears all risks of achieving energy resources saving and having a successful energy efficient project.If no saving is achieved, ESCO will receive no return on its investments.
  • No security, no bank charges and no interest payments in contrast to loan financing.

Apart from energy resources saving, a client gets upgraded equipment which will be the client’s property once an energy service contract is completed.

Energy service in industrial sector

The energy service for industrial enterprises, apart from energy resources saving, allows to upgrade production process and implement innovations, decrease equipment fault rate, reduce operating expenses, decrease energy resources expenses in a production cost structure, improve health, safety and environment and ensure convenient conditions for employees’ work.

With the energy service it is possible to upgrade electric lighting and ventilation systems at enterprises, heat producing plants and boiler houses, refrigerating equipment, drying unit, pumping equipment, conveyors; to optimize the use of fuels and lubricants; to insulate administrative and office premises, hotels, business and trade centers; implement other measures.

ESCO project implementation stages for industrial sector

1. A client along with an energy service company, on the basis of an energy audit or an energy management system, choose the projects, parameters of which enable them to be implemented through the energy service mechanism.

2. An ESCO investor and the client enter into an energy service contract.

3. ESCO develops a project feasibility study and an energy resources saving verification plan.

4. ESCO ensures supply, installation and setup of energy efficient equipment.

5. The equipment is put into operation.

6. An energy resources saving verification is carried out on a monthly basis to determine the amount of actual saving and accordingly the amount of payment for energy service.

ESCO contract’s basic conditions for industrial and commercial sector

  • 70-80% of financing is covered by DTEK ESCO.
  • Energy resources saving is guaranteed.
  • Energy resources saving monitoring for the entire duration of an energy service contract.
  • ESCO services are paid for only after a saving is confirmed and from the amounts saved by a client.
  • The achieved saving is shared between ESCO and a client.
  • An indicative contract term is up to 7 years.
  • A contract may be early performed in case that higher saving rates are achieved compared to those stipulated by the contract.
  • Equipment is owned by ESCO until a contract is fully performed. Once the contract is performed, the equipment goes to client’s ownership.
  • ESCO ensures maintenance of the equipment during the entire term of the contract.
  • The maintenance of the equipment is possible after the contract has been performed provided that an additional agreement is executed.

Energy service in public sector

The energy service in public and municipal sectors allows to improve city infrastructure and insulate public buildings and facilities at 100% expense of an investor – energy service company.

Infrastructure projects may stipulate upgrading of a street lighting system, a heat and water supply system, and a transport system. It is feasible to upgrade a heating system with the energy service in buildings and facilities: to install individual heating units with weather-dependent automatic equipment, to balance stand pipes so that heating is evenly distributed in a building, to wash and repair a utility system, and to prepare a building for a heating season. These measures result in improved convenience for employees and visitors in public buildings and healthy environment for children in kindergartens and schools.

As a result of implementation of these projects, public funds are released that earlier were spent to pay for inefficiently used energy resources. Once a saving is achieved, the released funds may be channeled to resolve crucial issues of local communities.

ESCO project implementation stages in public sector

The ESCO project implementation in public sector implies 5 steps:

1. Decision-making on implementation of energy efficient measures and selection of sites to upgrade.

2. Energy audit of a site and analysis of received recommendations for energy efficient measures.

3. Decision to procure energy service to carry out energy upgrade of the site..

4. Energy service procurement procedure.

5. Awarding a contract to the winner of a tender and implementation of energy efficient measures.

Energy service in housing sector

In apartment buildings, the significant outcome in terms of energy resources saving is achieved through implementation of energy efficient measures for the whole building. The implementation of energy efficient projects may result in 70% saving in soviet-built buildings and 20% saving in newly erected buildings.

Apartment building co-owners associations (ABCOA), housing cooperatives (HC) and managing companies may act as a customer for energy service in housing sector.

It is feasible to engage an energy service company to implement energy efficient projects with a payback period of 2-5 years. The most reasonable way to implement measures with energy service is to upgrade heating system, install and setup individual heating units with weather-dependent automatic equipment, balance standpipes so that comfort temperature is ensured in all apartments.

In order to engage DTEK ESCO as an investor, an energy audit report is needed as well as a decision of general meeting of dwellers: at least 75% of dwellers must give consent to the engagement of ESCO.

In Kyiv, a municipal program “70/30” for financing the insulation of apartment buildings implies that 70% of funds for building insulation are covered by city budget, and 30% of cost of energy efficient measures can be financed by ESCO investor.
